Riser Reserve Ballot Issue in Plain English

At this year’s annual meeting, BT owners are being asked to decide what to do with the extra money from the special assessments that were collected for the riser project, now that the project is mostly completed. This is a complicated and confusing subject, so we're going to try to break it down in plain English.
